The fund’s purpose is to lower out-of-pocket costs, reduce monthly health insurance premiums, and expand coverage for residents who struggle to afford private or marketplace plans. The fund will be fueled in part by Governor Lamont’s fee on large low-wage employers.

Extend ACA Health Insurance Tax Subsidies

Accepted Answer

Using the Health Insurance Affordability Fund, we will extend the Affordable Care Act Health Insurance Tax Subsidies provided by Governor Lamont in 2026.

Create a Basic Health Program

Accepted Answer

The Basic Health Program will cover every Connecticutan at up to 200% of the poverty level if Covered Connecticut is not renewed. Additionally, this will require any insurance company operating a Basic Health Program to provide coverage on the Exchange.

Create a subsidized state-run Medicaid buy-in

Accepted Answer

This option will be available to people who cannot qualify for Medicaid or lack affordable coverage (affordable coverage is defined as insurance that costs more than 9.96% of their income). The Subsidized State-run Medicaid Buy-in will allow small employers and non-profits to purchase this coverage.

Auto-enrollment options will be available to simplify obtaining and maintaining health insurance.

Explore options to lower healthcare costs

Accepted Answer

Using reinsurance and standardized plan design, we will work to bring down the cost of health care on the Exchange, opening up the state employee plan to the public and explore other potential reforms

Question 7

Provide new support to Connecticut hospitals

Accepted Answer

The Connecticut Option will create an uncompensated care fund, tapping into Disproportionate Share Hospital (DSH) payments that the state is eligible for but doesn’t receive. We will require hospitals to use a portion of this money to divert uninsured individuals to primary care, enroll these individuals in coverage wherever possible, and protect them from medical debt.

Question 8

Expand tax credits that help small businesses

Accepted Answer

The Option will offer a voucher to employees of small businesses to purchase their own health insurance on AccessHealth, called the Individual Coverage Health Reimbursement Arrangement (ICHRA).
